The Assam State Disaster Management Authority (ASDMA) issued a fresh set of Standard Operating Procedures (SOPs) on Saturday, in view of the COVID-19 situation in the state. The new set of SOPs shall come into force at 5 AM on Monday (June 28) and will continue to be in force until further orders.


A. Containment Zones

Areas with more than 10 COVID-19 positive cases in a week shall be declared as total containment zones. Emergency services will continue round the clock in such areas. Essential services, including shops, dealing with groceries, fruits and vegetables, dairy & milk booths, animal fodder etc. shall remain open till 5 PM. Delivery of all essential goods will be allowed in such areas without any time restrictions.


B. Restrictions Imposed


1. Cachar & Karimganj

Curfew restrictions in Cachar and Karimganj will be imposed at 2 PM daily and will continue till 5 AM. Workplaces and business establishments, including shops and other commercial establishments are allowed to operate till 1 PM. Government and Private offices may keep their operations active till 1 PM. Dine-in and takeaways in restaurants, dhabas and other eateries may be entertained till 1 PM. Sale counters and showrooms, attached with cold storages and warehouses are allowed to operate till 1 PM.


2. Hailakandi

Curfew restrictions in Hailakandi will be active from 5 PM to 5 AM. Workplaces and business establishments, including shops and other commercial establishments are allowed to operate till 4 PM. Government and Private offices may keep their operations active till 4 PM. Dine-in and takeaways in restaurants, dhabas and other eateries may be entertained till 4 PM. Sale counters and showrooms, attached with cold storages and warehouses are allowed to operate till 4 PM.


C. Other Restrictions and Relaxations

1. All Government servants, inoculated with at least the first dose of a COVID vaccine, must attend office. Those in total containment zones are exempted from this order. Establishments under the private sector have been asked to take their own decision.

2. Employees, yet to take vaccines, will need to attend office, as and when called upon for their services by the concerned authorities.

3. Employees, rendering essential services, shall attend their duties without any restriction at any place.

4. The Government or private organizations, rendering essential or emergency services, law enforcement services and election work will continue working without any restrictions in all districts.

5. All pregnant women employees and women with children of 5 years or below will continue working from home.

6. Persons with Disabilities (PwDs) will stay exempted from all duties. However, they may be encouraged to work from home.


D. Public Transport (Government and Private)

1. All public transport authorities have been ordered to impose COVID appropriate behaviours.

2. Auto rickshaws, cycle rickshaws and taxis will be allowed to operate with two passengers, in addition to a driver, maintaining social distance.

3. Pillion riding on two wheelers will stay prohibited except with women and children.

4. Intra-district movement of transport will be allowed with 50% seating capacity.

5. All inter-district movements shall stay suspended.

6. Wearing face masks is mandatory even in private vehicles with a single traveller.


E. Educational Institutions

Educational Institutions shall remain closed. Teachers or Faculty members may not attend their respective institutions; however, if called by the district administration, they may need to engage themselves in COVID and flood relief related emergency duties.


F. Gatherings

1. Cachar and Karimganj

Meetings or gatherings at any open or closed space will not be allowed. Marriage ceremonies will be allowed with no more than 10 persons, only for the religious part. Religious places will be closed for devotees. Funerals and last rites are allowed with no more than 10 persons. Hotels and Resorts shall allow walk-in customers till 1 PM. Weekly haats and Bazaars shall remain closed. Delivery of essential goods through e-commerce, pharmacies, hospitals, animal care centres and veterinary clinics will take place without any restrictions.


2. Hailakandi

Meetings or gatherings at any open or closed space will not be allowed. Marriage ceremonies will be allowed with no more than 10 persons present, only for the religious part. Religious places will be closed for devotees. Funerals and last rites are allowed with not more than 10 persons. Hotels and Resorts shall allow walk-in customers till 4 PM. G. Miscellaneous

Wearing a facemask is compulsory. Shop owners will ensure that not more than 5 customers are allowed inside the shop and social distancing is maintained. In addition, every shop has been ordered to keep sanitizers and hand washes. Industrial units and tea gardens will function, maintaining all COVID-19 protocols. The head of the unit or the tea garden will be responsible for the same. Odd-even formula for plying of vehicles on road shall continue to remain in force.
