Movement restricted in Assam from 8 PM to 5 AM

The Assam State Disaster Management Authority, under the Government of Assam, has issued an order on Tuesday, imposing Night Curfew in the entire state of Assam with immediate effect till 1st May, 2021. "There shall be total ban on movement of individuals from 08:00 PM to 05:00 AM daily", stated the order. The restrictions, imposed in a previous order (Order No. ASDMA.28/2021/18 dated 26/04/2021) shall be abide by and the current order shall act as a continuation of the previous order. The order explains that the COVID-19 situation in Assam had been reviewed and it had been observed that there had been a rapid increase in the number of active cases of COVID-19 across the state.

The order has however specified certain exemptions.

1. Officers or officials of Government of India or Assam, officials involved in emergency services, police, prison, homeguards, civil defence, fire and emergency services, District Administration, pay and account office, electricity, water and sanitation, public transport (air/railways/buses), disaster management and related services, NIC, NCC and Municipal services, and all other essential services on production of valid identity Card, shall remain exempted from the above mentioned restriction, as stated by the order.

2. All judicial officers and officials shall stay exempted from the Night Curfew, given that they produce valid identity card.

3. All private medical personnel and services including private hospitals, diagnostic centres, clinics, pharmacies, pharmaceutical companies have also been ordered to stay excluded from the mentioned restriction.

4. Movement of pregnant women and patients seeking medical service shall not be restricted.

5. People travelling to or from airport, railway stations and ISBTs will not be restricted on production of their valid journey tickets.

6. Officers or officials, associated with offices of Diplomats of various countries and persons holding constitutional post will not come under the imposed restriction on production of valid identity card.

7. Electronic and Print Media will stay exempted from the imposed restrictions, but they must produce valid identity card.

8. No restriction is imposed on the intra-state or interstate movement or transportation of any essential or non-essential goods.

9. Movement of people, associated with commercial and private establishments of the following shall be allowed - groceries, fruits and vegetables vendors, dairy and milk booths, meat and fish vendors, animal fodder stores, pharmaceuticals, medicines and medical equipments sellers, banks, insurance offices and ATMs, communication services, delivery of essential products through e-commerce, petrol pumps, LPG, CNG, petrolium and gas retail and storage outlets; power generation, transmission and distribution units; Storages, private security services, manufacturing units of essential services and production units or services that require continuous process.

10. People going to COVID-19 vaccination centres will be allowed movement.

The order informed that any person, found violating the above mentioned measures, will be liable under sections 51 to 60 of the Disaster Management Act, 2005. In addition to that, legal actions will be initiated under Section 188 of Indian Penal Code and other legal provisions as applicable.
