The Covid situation in Assam has been reviewed and while it has been observed that the number of Covid cases have been declining in some districts, the overall situation is still precarious. So, the state government is persisting with adequate containment measures and restrictions in both rural and urban areas across the state. Directives have been issued which will be valid from 5 AM of June 16, 2021 till 5 AM of June 22, 2021.
If the positivity rate for Covid cases reaches 5% or more in urban areas and 10% or more in rural areas, the District Magistrate will declare such areas as containment zones and necessary steps will be taken to contain the spread of the virus.
In Kamrup Metropolitan district, a total ban of movement will be in place from 2 PM to 5 AM. However, in South Salmara, Majuli, Bongaigaon, Chirang, Udalguri, West Karbi Anglong, Dima Hasao and Charaideo districts where the cumulative positive cases are less than 400 in the last ten days, the lockdown has been relaxed and will be imposed now from 5 PM to 5 AM. But, districts where the cumulative and daily number of Covid cases are still high, that is in Cachar, Tinsukia, Dibrugarh, Sonitpur and Nagaon, the administration will be strictly vigilant till June 21, 2021. In case, the situation in the afore-mentioned five districts doesn’t improve by June 21, the imposition of a lockdown in these districts may be considered. So, in all other districts except Kamrup (M), South Salmara, Majuli, Bongaigaon, Chirang, Udalguri, West Karbi Anglong, Dima Hasao and Charaideo, curfew from 1 PM - 5 AM will continue till June 22, 2021.
Offices, shops, restaurants and warehouses in Kamrup (M) will stay open till 1 PM. The same will be allowed to stay open till 4 PM in South Salmara, Majuli, Bongaigaon, Chirang, Udalguri, West Karbi Anglong, Dima Hasao and Charaideo. However, in remaining districts, these establishments will be allowed to stay open only until 12 PM. However, takeaway of food from restaurants and other eateries will be allowed till 2 PM, 5 PM and 1 PM respectively in Kamrup (M), the 8 districts with less than 400 cases in the last ten days and the remaining districts.
However, government and private employees who have received both doses of the vaccine will have to attend office mandatorily. However, government or semi-government officers ranked Deputy Commissioner or above and senior executives in non-government sectors with their key support staff will have to attend offices for emergency purposes irrespective of their vaccination status. Essential and emergency services, law enforcement services and election work will continue working without any restrictions. But, pregnant women employees and women with children aged 5 years or below in government or private institutions will be exempted from any compulsions and will be eligible to work from home. The same applies to persons with disabilities.
As far as transportation is concerned, auto rickshaws and taxis will operate only with two passengers. Pillion riding for two-wheelers is still prohibited except with women and children. Again, for those commuting in private vehicles, masks are mandatory for all passengers, even for a single person driving.
For educational institutions, virtual classes will continue and no physical classes will be allowed. No meeting or gathering at open or closed spaces will be allowed. Only the ceremonial part of marriages will be allowed with no more than 10 attendees. Religious places will also remain closed even though minimal rituals or prayers may be offered by the religious person in charge of the place. Funerals or burials should also not have more than 10 attendees. E-commerce delivery is still allowed. Weekly markets are not allowed. Pharmacies, hospitals and veterinary clinics can operate without restrictions. Inter-district movement shall remain suspended till 5 AM of June 22, 2021. Industrial units and tea gardens may function provided Covid appropriate behaviour is observed. Cold storage and warehouses may also continue operations beyond the time prescribed.
